I have a ten year old Goffin Cockatoo, I've had her eight years of her
life. Her name is lexi and she is the love of my life. She bites every
once in a while. Last night she bit me so hard my thumb went numb and
swelled up. I don't know how to scold her when this happens. She also
chased me through the house and I had to hide in the bedroom to get
away from her. She has also started running across the floor and
attacking mine and my husbands bare feet. I love her so much, but I
don't know what to do. please help!

Wear gloves.

Pets are supposed to enhance one's life, not make it a living hell.
Sell the damned thing (preferably as feed for another animal) and
find a pet/companion with a better nature.

Sounds like a fun game. I hope you are doing your part by shrieking as you
run to make it as exciting as possible for her.
Time for some "Step Up" exercises. Use dowels if you need to. Say the
command and have her step forward and up onto a new dowel. Repeat this from
one dowel to the other at least a dozen times. Do this three to four times
a day. When you see cooperation, replace one dowel with a hand (flat hand,
pinky down, thumb tucked, wrist cocked, hand always higher than your elbow).
This may take days. Eventually, do the exercise with hands only.
Never allow her to ride on you shoulder in this state of mind. There could
be a number of causes for the change in her behavior. What you do not want
to do is reinforce it.

Just say "ow", so the bird will learn to bite softly.
The bird probably needs more exercise. My Amazon parrot likes to play
with a ping pong ball. I toss it to him and he bats it back with his
beak.
