He's 3+ year old and his cage is hanging from the ceiling above my
computer.  He sings a lot but as soon as I look up at him he stops.
Does it mean he thinks I want he to stop or is he just still afraid of
me.

There are a lot of small things you can do to help you make your new
little friend the best pet you have ever had.

There are many books, among them, "Guide to a Well Behaved Parrot" which
you can find at a good pet shop, or get one here, used, for $1.95:

Animals (and people for that matter) are very sensitive to things like
height.  You do not want his eye to be above yours.

This is why politicians always stand above the crowd.  And you know how
difficult they can be.  lol

Good luck with your new friend, he can be your worst enemy or your best
friend.

He's possibly afraid.  Do you just look at him when he's singing or do
you talk to him as well?  Maybe he's waiting for you to reply :-)

Yeah! Logically, since 'keets can repeat what you say to them, they
can also repeat your silence as well!

Maybe he's like my TAG.  He talks his head off unless there's someone
that can see him.  :)

He might be missing his previous owner, and isn't quite sure about you yet,
especially if a lady owned him before.
Give him time.
