How long does it typically take to get Parakeets used to a persons finger
with the "up" command?

There's no typical answer because there are so many variables.  Also, IMO,
the "up" command on such a small bird is worthless.

Depends on the bird, keep working with him.  How old is he?  My cockatiel
and quaker both step up on request... they started way back when they were
old enough to walk around when I was handfeeding them.

I can't comment on the "up" command, but both of my budgies will hop over
and jump up whenever I present a "perch" finger. I achieved this by
consistently rewarding with a small piece of spray millet for the first
month or so of training. I don't use the millet anymore, but reward with
talking, skritches, kisses and shoulder rides.
