There's no typical answer because there are so many variables. Also, IMO, the "up" command on such a small bird is worthless. How old is he? My cockatiel and quaker both step up on request... they started way back when they were old enough to walk around when I was handfeeding them. Shannon I can't comment on the "up" command, but both of my budgies will hop over and jump up whenever I present a "perch" finger. I achieved this by consistently rewarding with a small piece of spray millet for the first month or so of training.
