Birds are losing feathers, is this normal?

I noticed that common birds like blue jays, cardinals and mourning
doves, have started to lose their feathers on their back, neck, and
head. They look very scruffy. Is this natural, or something that I
should be concerned about? This is in Franklin Park, NJ.

It's natural. Some birds have a seasonal molt while others only lose a
few feathers at a time.
