The wheels on my Penguin 330 aren't turning. I switched out the filter media
& made sure there was nothing blocking the wheels, as per the
troubleshooting guide in the manual. Anything else I can check? Maybe the
flow of water has decreased for some reason? The whole thing is maybe two
months old.

There's a hollow bar above and hbehind the wheels with holes in it for
water to come through and propel the wheels. Is water flowing through
these? If not, you can disassemble the unit and take a pipe brush to the
inside of the pipe to clean off any build up. You should also use a
small needle to clear out any material from the holes as well.
If the pipe is clear you should also check the flow through your filter.
Is water pouring out of the filter properly? Do you have a good
flowrate? IS the flow strong, or sluggish? Check the flow control value
- that's the grey rod above the impeller that controls the amout of
water the impellar can move - make sure it is in the full upright position.
If all this is good and the filter isn't clogged then you'll need to
disassemble the filter and inspect the impellar itself.

Check your riser tube, it may have a lot of "gunk" in it that is slowing the
waterflow.... If that doesn't work, check the actual bio wheel frame
itself. Make sure it spins freely. You also want to make sure that your
tube is pushed all the way into your filter (push down on the top of the
riser tube). You can lift this tube up and down to slow the waterflow
during feeding times and such.....

Thanks all, figured it out. I reviewed the maint. section of the manual and
followed one of the tips. Rinse the pleats with de-chlorinated water. That
did the trick, as they are now spinning away again.

Its best when it turns very very slowly. I use the Emperor models that
have the adjustable spray bar....it keeps the wheel clean and the
adjustment allows for slowing it down to where it barely turns...
