I have a cockatiel and have had him for 3 years and he was a year old
when I got him. He is good with letting me scratch his head but I
can't pet his back or spread his wings. I think this is because I got
him when he was 1 year old and he had another owner before me. If he
is my pet for say another 10 years, do you think he will ever let me
spread his wings and pet his back? Or would something like that be
permentate?

Sugar is ten years old and does let me stroke his back.  It took some time
before he would allow this to happen.  Birds get nervous when approached
from the back it is like they are afraid of being caught and held.  You
have to develop a trust relationship with the bird.  In time your bird
will feel comfortable in letting you touch his back.

Some just don't like it and never will trust humans to "compromise" their
self-protection instinct.

3 yrs!!!(the word can't should not be in your vocabulary), if you spend the
time with the bird, 3 yrs!!!, you should be able to hold that bird
upsidedown and sideways and kiss its back, belly and beak with no fear, I
dont understand this one, I have rescued 6 and 7 yr olds, one female that is
10 and she was a mean bitch, patience and time, 3 weeks and I was holding
her another month and I can kiss her right on the beak and not just a fast
peck, if you cant get the bird to come around, you are not spending enough
time with it and it does not trust you, persistance will triumph.

I don't buy that. Why do you think people hand feed them when they are
young?

If they do not trust people completely they may not ever be held.

makeout sesion(exageration!) But I just wanted to pet his back and he
doen't let my hand go beind him.

It's a very good thing that all 'tiels (and parrots in general) are
exactly alike in every way.  Otherwise it would be damn foolish to think
that because you have had some quick success, there is absolutely no
reason for others to not have the same success.

Not at all, but I would bet after a couple bites that draw blood most people
get pissed off and discouraged so the bird gets handled very roughly and put
back in a cage to be a ornament, it takes time and patience, thats a fact I
have proven here at my home.
