The cyanoacrylate in superglues give off some pretty irritating fumes
while wet, but once it's fully dry and hardened I don't see a problem.
In fact, cyanoacrylate was sometimes used on injured solders during the
Vietnam War to stop bleeding, so it can't be that toxic to begin with.

either aquaarium cement, silicone, or the aquarium epoxy.  Two that I
can think of.

Silicone sealant for aquariums should work for you, also aquarium
epoxy glue should work good as well, the latter would be stiffer/more
durable. Good luck and later!

What might be offensive in smell is not necessarily bad for you or
fish. SUper glue is commonly used in saltwater tanks for all kind so
uses, and its perfectly safe to use in  a fresh or salt water
environment.  Its even possible and done routinely to stick items to
live rock and sych while the item is submerged. Only one part needs to
be out of the water to apply the glue then simply submerge and place.
Gel is the best type of super glue......
