Can someone suggest some sites or print literature that provide
information on rats as pets in the past or in other, non-Western
cultures?  I'm particularly interested in societies in which pet rats
were no less common--perhaps even more common!--than dogs and cats.

If you're into reading interesting and innovative literature (under the
sci-fi/fantasy label although it's much more than that) I can recommend a
book by Mary Gentle -  'Ash'.  It includes a character who breeds children,
as well as rats, for their psychic abilities - the descriptions of the rats
and their behaviour is very true-to-life!
