John W. Troy, age 48, of Yoncalla Oregon, is being taken to court over ten
charges of animal neglect made three years ago, as the wheels of justice
grind slowly onward. The slowness of the case was the result of a
paper-shuffling error as John Troy was just never assigned a court date.
The circuit court judge was just about to dismiss the case for lack of
action when Deputy Douglas County District Attorney Julie Zuver pleaded
for the opportunity to prosecute the case, which will now procede.
The animal abuse involved a great many animals. Over 300 mice and rats
were living in cages with several inches of feces & rodent corpses on the
bottom, without food or water. Troy's flea-infested & extremely smelly
home also had many malnourished dogs, parakeets, & lovebirds.

It's sad when SPCA will only step in if the rodents are found living in
feces and corpses. It's too bad they can't step in before it gets that bad.
