Try local charity shops for robust plastic kids' toys - Fisher-Price or
similar. I have things like plastic car transporters, little houses, shape
sorters, a Noah's ark and things like that. The rats love them, they don't
get chewed to nothing in three days, and they're really easy to wash. Just
make sure you take any electrical gubbins out (unscrew it and take out
batteries and maybe any wires, bulbs or speakers), though most don't have
anything like that. Anything they can get in and chill out in. I usually
pick things like this up for a couple of quid.
He will chew what he wants to chew, which won't necessarily be what you
want him to chew. Mine completely ignore wooden chew blocks, but go nuts
for cable ties (?) and hammocks (unfortunately).
There are cage calculators on the internet such as this one
<http://www.fancy-rats.co.uk/information/guides/cagecalculator/>
which can tell you how many rats a given cage will theoretically hold, but
I would always err on the side of giving them more room.

Believe it or not, I bought mine a plastic Doll House. It folds away, it is
a 2-story, has a staircase, balcony, many rooms, etc. They go crazy. Nothing
cuter than seeing a ratty head sticking out of a doll house window! They
even open the oven door and fridge while investigating. I got it at a thrift
store for a few dollars. And when they are through it is an easy clean up
with a watering hose, giggle!
Also in their cage I have some hanging parrot toys, they are bells, wood and
leather bits.
