I almost have the same setup and this crap was driving me crazy, water
parameters were just like yours and I kept screwing around until I got rid
of it here is what I did.
I have 2 maxijet 1200's, my cyno was on my sand bed and bottom of my rocks
so I took one of my maxijets and moved it down to the bottom of the tank not
to disturb the sand bed but just to get flowe down their which a friend of
mine recommended. I scrubed the cyno off and sucked it all out and it never
came back I was the happiest man alive.

I will try that. right now, I have the powerheads at both upper corners of
the tank pointing down and center. I will move them down and see what
happens. thanks.
