This is a little off-kilter, but:
I noticed a lot of foam in the public Health Club Jacuzzi. I figured some is
due to additives in the water, but are the jets acting like a huge protein
skimmer? If so, YUCK!!!!!!

Yep. Although it's probably more due to all the deodorants, soap scum,
and hair gels. Jacuzzis are notorious for spreading skin infections
because the chlorine bubbles off fairly quickly, and they are often not
kept very hot.
From what you describe, I'd avoid that one.

Yep, and a lot of people have large down draft
skimmers on the side of their houses :-) Often on a
rainy day, you can see foam building up at the exit.
