I have a male betta and bought him a female, placed her next to his tank
today, he flared up and went a little whacko, not sure if it was
excitement or annoyance, so my question is, how or when will I know when
he's ready to be nice to her and I can put her in with him? Thanks!

Sounds like he's ready to me! Then again he's always ready, but she needs
to be full of eggs. They are bubble nest builders you know.

Yup, for normal betta's, get some waterplants on the surface (dunno the
exact words in english), fire up the heater to 30 - 32 celsius, let out 25%
of the water and away they go!
