I am constructing a fairly large filter and need approx 20lb of activated
carbon, does anyone know where I can buy this without having to take out a
second mortgage?

I suspect that the quantity you want would be a problem - it's too small
for a direct shipment from a chemical manufacturer, so you are really
looking at middle-men who have more to gain from selling small packs.

One thought - ask zoos, aquariums, etc. if they can recommend a bulk
source.

Another possibility is to look for someone that manufactures cooker
hoods, water treatment equipment, or similar, they'll be buying or
making it in bulk and might be able to help. Other than that I really
don't know, except to say that laboratory grade activated charcoal is
VERY expensive, so I wouldn't bother trying the lab chemical supply
companies.

When I did a web search several company names came up, mostly in China
but exporting to the rest of the world - if you Google on "activated
charcoal manufacturer" quite a few come up. They may be able to point
you towards a British importer.
