There is one stray / feral cat that I can not get to trust me or that I can not get close
to yet after feeding it for about a year.  I was wondering if by chance there is some kind
of sedative or something that I could possibly put in it's food to calm him enough so I
could get him and have him nuetered and such and ideally find him a home, if possible,
before winter.

It could be and over the counter thing or a prescription thing.

It's usually not safe to sedate cats outside - they can wander off and be
hit by cars, attacked, etc. The drugs don't work fast enough to be sure you
are there when they taske effect.

Drugging a cat outside =BAD IDEA as you don't know where the cat will be
when the drug kicks in and he could get hurt or killed.

Why don't you buy a live trap and just trap him?  That's what most of us
do when we need to catch a cat for neutering and it rarely takes more
than a day or two.

Why don't you talk to your neighbors, let them know what you are trying
to accomplish, and ask if they would help you out by keeping their cats
in for a few nights, say, after 10pm. The best time to trap ferals is
late at night anyway. Otherwise, get a few more traps and if the wrong
cat gets caught you can just rebait and reset right away. I've had this
problem once in awhile, too, but I just kept at it even if it meant
resetting the traps a few times in one night, and I did get the right
cat eventually.
