Stray cat problem, and a question

We have a problem with stray cats where I live. It's very sad. After
thinking about it this afternoon, I have a question.

When I was a kid growing up in Kentucky, I seem to recall people
controlling the local deer population by putting out salt licks that
had been treated by some sort of chemical that would leave the deer
sterile. This seems like a great approach to the problem.

If this approach works for deer, why wouldn't it work for stray/
sterile cats?

They don't have birth control pills for cats the only option I know of is
surgery.

I know they don't have it, but I wonder why they don't. Is there some
theoretical reason why this form of sterilization is impossible or
impractical for cats? Is it just that money hasn't been available to
develop it? Does anyone know?

Probably because there no market for it where the manufacturer would make a
profit.  Everything is profit driven.
