Could someone tell me the sign/symptoms of Reduction in the Number of
White Blood Cells in dogs. Could a swollen limb be one of them?

thanks

There may be no symptoms of reduced WBC count - depends on the breed,
what's going on with the dog, etc.  For example, greyhounds tend to
have lower than 'normal' white counts and one of my greyhounds had a
particularly low normal WBC count all his life, and he was healthy as
can be.  What does the vet say?
