Please take Boo to a veterinarian. You don't have to have a relationship
with him/her, yet. You will after this appointment. Call the closest
hospital and tell them your cat can't urinate, and they should find time
to see him one way or another.
Assuming (again) that "can't relieve himself" means he can't urinate,
Boo is in a life-threatening situation and needs to be seen immediately!!

easy said then done i live out in the contray and i can't drive since i'm
under aged i'll see if i get my grandmother to help me out with this
