You haven't really given us enough information to tell, but if you're asking
if dogs can be epileptic, the answer is yes, absolutely (my dog is).

Epilepsy isn't something that will show up in blood work though, so I'm not
surprised that it was normal.

Can you give us some more background information?
How long has be been having seizures? Can you describe them?
Is there anything that typically precedes the seizure? Follows it? Is there
a time of day? Or an activity that is involved?

How long has the tail biting been going on? Is it correlated with the
seizures? Or do you think it's a separate problem? Does he injure the tail
when he does it?

Have the seizures been steady at twice a month? Or are they getting closer
together? I'd recommend you mark on the calendar when he has seizures, so
you can track exactly how often they are. This will help you (and your vet)
decide if medicating him is appropriate (if the seizures are far apart,
medicating might not be worth while from a risk standpoint)
