20 gal tank with tetras, 2 black molly's, one orange molly, clown loaches,

Hello.  Don't know what I've done wrong or how to change it.  My
pearlscale started to sit on the bottom at certain times of day.
Mostly in the morning and at night.  As soon as I put food in he is by

I've kept my tank between 80*F and 81*F.  I'm wanting to bring it down to
about 77*F.  How long should it take with a room temperature of around 74*F
??...It's been 6 hours since I adjusted the heater and its still on the warm

I'm one to feed fish knowing the feel of hunger. The tankmates I have  
gleem the aquarium from top to bottom and all points in-between.  I feed  
them twice a day and they seem to be starving. My concerns are obvious.  
Am I being conservative towards the amount of food I'm giving ...
