My 46g tank has been cycling for about two and a half weeks now with 70Lbs live rock, and 55lbs of live sand. These are the readings I got today and want to know if these seem normal for 2-3 weeks of cycling, if there is a "normal".

WEll that was the problem of the Green Hair Algae. LFS tested Phosphates at "I dont Know" meaning it doesnt matter how high, cause the test water is too dark to be good, but it looked like around 1.0 or more to me, i wanted to know. then the same for the PH, it was a wide range, ...
